Code of Conduct for Public Service

CODE OF CONDUCT OF PUBLIC OFFICER AND PUBLIC SERVICE OPERATOR

Public officer is an official, employee, or officer in charge of implementing the action or series of actions of public service in the Ministry of Industry.

Organizers of Public Service is the lead unit / work unit within the Ministry of Industry who perform public service.

Personal Basic Norms
Every waitress Public and Public Service Operator shall embrace, foster, develop and uphold the basic norms of the person as follows:

  1. Honestly, that is trustworthy in word and action;
  2. Open, that is transparent in the execution of duties and internal and external relationships;
  3. Brave, that is being firm and rational in acting and behaving as well as in making decisions in the interest of the state, government, and organizations;
  4. Tough, that is tough and strong in the face of temptations, obstacles, challenges, threats, and intimidation in any form and by any party;
  5. Integrity, that have the attitude and behavior dignified and responsible;
  6. Professionals, is to do the work in accordance with the duties and or expertise and to prevent conflicts of interest in the implementation of tasks;
  7. Competent, that is competent, capable, agile, knowledgeable, and experts according to the criteria and measures in a particular kind of field work;
  8. Agile, which does the job fast, precise, and accurate;
  9. Careful, which do the job thoroughly and was able to see the potential problems of employment and finding appropriate solutions;
  10. Independent, that is not affected and remain neutral in carrying out the task; and
  11. Simple, namely berikap reasonable and not excessive or in tasks and everyday life.

 

Standard of Behavior
Every Public Officer and Operator in carrying out public services should behave as follows:

  1. Fair and non-discriminatory;
  2. Be careful, polite, and friendly;
  3. Assertive, reliable, fast, and precise;
  4. Professional;
  5. Simplify; and
  6. Opened up, be sympathetic and willing to accommodate a variety of criticism, protests, complaints and objections from service beneficiaries.

 

Obligations of Public Officer
Public officers obliged:

  1. Providing the best possible service to the public according to their respective sectors respectively;
  2. Avoid any act or action that may result hinder or complicate one of the parties served;
  3. Be and act of courtesy to the community but firm, responsive, transparent, and professional according to applicable regulations
  4. Conduct service activities in accordance with the assignment given by the organizers;
  5. Providing accountability for implementation of the service in accordance with the legislation;
  6. Uphold the values of accountability and integrity of the organizer isntitution;
  7. Open to avoid conflicts of interest;
  8. Be proactive in fulfilling public interest;
  9. Providing services in accordance with the applicable procedures;
  10. Provide a quality service in accordance with the principles of public service;
  11. Implement services in accordance with the standards of services;
  12. Help communities to understand their rights and responsibilities as recipients of public services;
  13. Comply with laws and regulations relating to the operation of public services;
  14. Report of wealth, for those who shall convey Wealth Report State (LHKPN);
  15. Report gratification to the Corruption Eradication Commission no later than 30 days after receipt.

 

Prohibition of Public Officer
Public officers are prohibited:

  1. Practices of corruption, collusion and nepotism (KKN);
  2. Perform actions that may result in the loss of society;
  3. Using the authority to take action in favor or discriminate and favoritism (favoritism) to certain groups / individuals;
  4. Conduct unauthorized charges in any form whatsoever in carrying out duties for personal gain, group, or any other party;
  5. Request and or receive unofficial payments or payments beyond regulatory requirements, such as giving the commission, funding acknowledgments, rewards (kickback), donations and its kind related to the duties and functions;
  6. Divulging information or documents which shall be kept confidential in accordance with laws and regulations;
  7. Abusing authority and positions directly or indirectly;
  8. Eliminate, falsify or damage of state assets or documents belonging to the country / organization related to public services;
  9. Utilizing state-owned facilities and infrastructure for private purposes;
  10. Divulging state secrets which is known, due to the position or office for personal gain, class, or any other party; and
  11. Conducting its own or together with superiors, peers, subordinates or other persons within the scope of their duties for the purpose of personal gain, group, or others who are directly or indirectly harm the country.
